Once a tile is claimed by a city, it belongs to that civ forever until the city is lost. No more cultural bombs. WebThere is a tab that looks like a guy head, click on that. You will now see the citizens heads on tiles. The white ones mean they are being worked, black or grey ones means there is available spot when your city grows a new citizen. If you click a grey head on a tile, it will send a citizen there and lock him there.
