WebLiving Force is a Prosthetic Tool art, so make sure that you're in the correct skill tree. It cost a bit of points to fully unlock, but farming for it isn't too difficult depending on what part of the game you're at. Regardless though, you'll need to unlock several other arts in the same tree before you unlock it though.
